Fred joined the Kellington Law Group as a senior attorney in 2021. He has a deep background in Oregon land use law. Fred has served as a hearings officer for numerous cities and counties for nearly 10 years; as the staff attorney for the Oregon Land Use Board of Appeals (LUBA) for a decade, and as a private land use attorney in Southern Oregon.
Originally from North Carolina, Fred graduated from the University of North Carolina in 1990 with an Economics degree. After college, Fred decided it was time to see a different part of the country, preferably a part with skiing and salmon.
Discovering Oregon, Fred set his sights on the University of Oregon Law School, and graduated in 1995. After starting out in insurance defense and business law, Fred was drawn to land use law, the practice area he has now honed for more than 20 years. When Fred is not making the world safe for our clients’ development projects, he can be found attending his children’s many sporting events or himself playing in basketball leagues and tournaments, giving local weekend warriors a run for their money.
